Rama University Kanpur is pleased to announce the appointment of Shri R. K. Tiwari Ji (IAS), Chief Secretary (Retd.), Government of Uttar Pradesh as the Ombudsperson for redressal of grievances of students under the University Grants Commission (Redressal of Grievances of Students) Regulations, 2023.
Shri R. K. Tiwari (born February 4, 1963) is a retired Indian civil servant and Indian Administrative Services officer of Uttar Pradesh cadre of the 1985 batch. He served as the Chief Secretary of the Government of Uttar Pradesh from 30 August 2019 to 30 December 2021. He completed his graduation in B.Tech from the Indian Institute of Technology Kanpur. He also holds a master's degree in Arts from the UK.
Shri Tiwari has served in several bureaucratic positions for the Government of India and the Government of Uttar Pradesh, including Joint Secretary to the Government of India in the Ministry of Agriculture and Co-operation. He has served previously in various departments in the Uttar Pradesh government like higher and secondary education, industrial development, agriculture, infrastructure, commercial tax, labour, IT and electronics etc.
He was the additional chief secretary home in the Government of Uttar Pradesh and has also served as District Magistrate and Collector in Agra, Sultanpur and Mirzapur in the past.
In August 2019, he was appointed as 53rd Chief Secretary of the Uttar Pradesh government by CM Yogi Adityanath and served the office till 30 December 2021. Before his appointment as the Chief Secretary, he was serving as the Commissioner (Agriculture Production) of UP government.
Functions of Ombudsperson:-
1. The Ombudsperson shall hear appeals from an aggrieved student, only after the student has availed all other remedies provided under regulations.
2. While issues of malpractices in the conduct of examinations or in the process of evaluation may be referred to the Ombudsperson, no appeal or application forrevaluation or re-totaling of answer sheets from an examination, shall be entertained by the Ombudsperson unless specific irregularity materially affecting the outcome or specific instance of discrimination is indicated.
3. The Ombudsperson may avail assistance of any person, as amicus curiae, for hearing complaints of alleged discrimination.
4. The Ombudsperson shall make all efforts to resolve the grievances within a period of 30 days of receiving the appeal from the aggrieved student(s).
